  Since 1794, Counties have been responsible for the care of people who lack sufficient income to provide for themselves. Counties reimburse a percentage of the cost of public assistance programs that are administered by the state.

Old Age Assistance:
Low income elderly 65+ not residing in nursing homes. The State funds 50% and the Counties 50% of the monthly grant. The county also provides $27.00 per month medical surcharge per recipient.
Aid to the Permanently & Totally Disabled:
Disabled adults between 18 and 65. The State funds 50% and the Counties 50% of the monthly grant plus a $52.00/month medical surcharge.

Long Term Care/Medicaid:
Effective January 1, 1999, SB409 created a new system of providing long term care to the seriously ill and fragile elderly. Recipients must be eligible for nursing home level of care. The new system permits Medicaid reimbursement for that care in the home, a group home, or a nursing home, for example. Federal government will continue to fund 50% of the cost, with counties and the state each paying 25%.

 

  Board and Care of Children:
Services provided to juveniles through the Division of Children, Youth and Families, the Division of Juvenile Justice Services and the courts. The State funds 75% and the Counties 25% of the costs. Parents of children receiving service through the court are required to complete a financial affidavit. A Director, Assistant Director and staff of five administer the County public assistance budget of $28,470,000. The department offers a Family Intervention Program staffed by four social workers funded by the County and 6% Incentive Funds. The purpose of the program is to prevent court involvement related to CHINS (children in need of service) thereby reducing placement costs. The staff works directly with children and their families in their own home or community. Services are free, referrals can be made by calling 621-1478. The department also offers an Intensive Juvenile Intervention Program with a staff of two intended to intervene in court cases to prevent placement.
